Pay limits for health professionals in the Sejm — an analysis.
The government bill on pay limits for health professionals passed its second reading and went back to committee. The site now has an analysis of the changes with a limit calculator.

On 20 October 2026 the Sejm held the second reading of a government bill that sets an upper limit on the pay of doctors, nurses and other health professionals in facilities with a National Health Fund (NFZ) contract (print No. 3157). MPs tabled amendments and minority motions, so the bill went back to the Health Committee. The vote on the bill as a whole will take place after the committee’s further report.
What the analysis covers
The analysis describes the bill as adopted by the committee on 7 October, provision by provision:
- an hourly rate of up to 1/20 of the minimum wage and a monthly cap: 8 times the minimum wage for a full-time post with one facility, and no more than 16 times in total;
- a limit of two full-time posts in total, at least a half-time post in a hospital and the current employer’s consent to further employment;
- contracts only with individuals, not with intermediary companies, and a ban on pay calculated as a percentage of the NFZ contract;
- NFZ inspections, penalties and deadlines for adjusting contracts.
The calculator in the analysis shows how the limits change along with the amount they are calculated from — for example after the minimum wage rises on 1 January 2027.
What happens next
The analysis will be updated after further stages of work in the Sejm. Every change, including those resulting from amendments, is recorded in the change history below the text.
